Rejected petition Review alternative sites for future hospital
AIA Life Designers have made an offer to the Hospital Scrutiny Panel that they would be willing to carry out a feasibility study on the other States of Jersey owned sites for a relatively modest fee and provide a report within two months of being commissioned to carry out and deliver the study.

We the undersigned, respectfully request the Chief minister to propose to the Council of Ministers that the offer which has been made to the Hospital Scrutiny Panel be accepted and that the proposed debate on the Future Hospital project be deferred until AIA can present their report to enable the States to be fully informed on the alternatives sites and that all work and expenditure on the current proposals ceases until the States have debated the issues.

Why was this petition rejected?
It’s about something that Ministers or the States Assembly is not responsible for.
Unfortunately, we are unable to approve the petition because it requires an action of the Council of Ministers (the Government) that is not within its gift, ie it cannot make decisions on behalf of a Scrutiny Panel (part of the legislature). It is also questionable whether it is in the remit of a Scrutiny Panel to undertake feasibility studies effectively on behalf of the Government. Even if this case was successfully argued, the Panel would be required to follow procurement policies.
If you would like to pursue alternative wording, it would be helpful to more clearly differentiate between the two branches when targeting the action.
