It is apparent that all is not well at the Planning Department, with a number of complaints against it having been upheld by the States Complaints Board. This is why an independent review of the Department is urgently required.

Much of the trouble predates the current Minister, Deputy John Young, and as such he is requested to endorse the commissioning of an independent review of the Department. The review should focus on the following areas:
Misuse of Green Zone Policy – particularly the difference between the treatment of wealthy and less wealthy applicants.
Conduct of Senior Officers and the Enforcement Department.
Consistency and reasonableness of decisions made by the Historic Buildings Department.
Senior Management competence and resulting culture of the Planning Department.
