The Government of Jersey has made the announcement that all licensed premises must close and operate as takeaways with only 24 hours notice. This decision has not been thought through properly because casual dining restaurants, that mostly sell coffee, hold licences too and are being penalised.

Casual dining restaurants should have their licences frozen during the temporary period to allow them to still operate. Both large establishments, Costa coffee
and McDonalds, are allowed to still operate because they don't have a licence, inviting guests inside to eat and drink. Many places that have to operate as takeaways are seeing customers with nowhere to eat and drink. People are eating and drinking in walk ways, streets and markets causing more spread issues relating to the pandemic.
