Introduce an option to sign either ‘in support of’, or ‘not in support of’ a petition on petitions.gov.je.
This would allow those that feel a petition’s request is not desirable to express their view, and allow Ministers to gauge more accurately, what the broader public view is.
It would not require any other changes to the petitioning system; a petition receiving 1,000 or 5,000 signatures of support would still require a Ministerial response and or debate, but the Minister would be responding, potentially, in the knowledge that while 1,000 have signed in support, 20,000 have signed positively not in support of the request.

At 1,000 signatures, Ministers will respond to this petition
At 5,000 signatures...
At 5,000 signatures, this petition will be considered for debate in the States Assembly
