There are many abandoned and neglected properties in Jersey. There should be a system to discourage holding a property if you have no intention to maintain it. In the current housing crisis these are a valuable resource and should be either kept habitable and rented or sold to someone to live in it.

In the UK there is an existing tax regime called ATED (Annual Tax on Enveloped Dwellings), an annual tax payable by companies that own residential UK property. The companies can be exempt from paying this tax if they can prove they are actively marketing it for sale or rent.

This tax law could be adapted in Jersey to target private individuals and companies to aid the situation outlined above.
