Petition Modify the Jersey Petitions signing process to be inclusive

The current online petition signing excludes those using 4G with Airtel/JT or Sure as it rejects the IP address. Same for when travelling, locals are discriminated against as the system only looks at an IP address. We have YOTI or other means to verify that the signer is local or a Social Security number or mixture of options.

This exclusion leads to discrimination as many people do not have fibre and/or are often off Island working or otherwise but wish to be involved with local Jersey affairs.
