Dark winter evenings make it difficult for drivers to see walkers, cyclists, and horse riders on Jersey’s narrow lanes. A clear rule requiring the use of high-visibility or reflective clothing after dusk during winter months would significantly improve safety for all road users.

Research shows that high-visibility and reflective clothing can make people visible from up to five times further away, giving drivers more time to react and reducing the risk of collisions. Given Jersey’s many narrow, unlit lanes and the growth in walking, cycling, and riding, stronger seasonal visibility measures are needed. A winter visibility requirement would align Jersey with established road-safety best practice and help prevent avoidable injuries and deaths.
