In 2005 the long-established system of Government by States Committees was replaced. The time has come to establish whether improvements have been realised. If not, in which areas has the new Ministerial system fallen short and what might be done to improve the system or fundamentally change it?

Jersey’s current system of Ministerial Government has now been in operation for just over 20 years, making this an appropriate time to conduct a formal review of how well it has served the Island.
Ministerial Government was recommended by the Clothier Report and adopted by the States based on claims that it would be more efficient, more cost-effective and more responsive to the public.
These questions merit examination by a deep and searching performance review, undertaken by an independent body of suitably experienced individuals with an expert understanding of how local government functions. Such a review should be wide-ranging and engage the whole Island community in seeking the right answers for Jersey’s future.
