Petition Reduce time period from 10 to 5 years for a person to obtain entitled status

While accommodation available for those with this status does include flats, these are in limited supply and tend to be more expensive than flats available for those with qualifications.

Furthermore, the condition of these flats has often been described as poor with examples of flats with cracks in ceilings, water leaks, mould on walls, windows that cannot be opened and lack of washing machines.

The opportunity to live in better accommodation would be greatly improved if the timeframe to gain entitled status was reduced from 10 years to 5 years allowing those with registered status to qualify earlier.

While the Residential Tenancy (Jersey) Amendment Law 2025 addresses tenants’ rights under residential tenancies, this petition seeks to help individuals who have registered status.
